Water Conservation Plan
Stage 1: Water Watch
Triggers
This stage is triggered by any one of the following conditions:
1. The pressure in the elevated water tower drops below 62 psi for 24 hours and the ground storage tanks cannot be kept full.
2. The one day peak usage exceeds 3 million gallons per day (mgd).
3. Unable to maintain pumping capacity or pressure due to equipment failure or downtime.
Goals
The goals of this stage are to:
1. Heighten public awareness of the existing water conditions and to maintain the integrity of the water supply system.
2. To reduce one day peak usage to less than 3mgd.
3. To reduce monthly pumping to less than 55 million gallons.
Education Actions
1. The City will promote water conservation through the Municipal T.V. channel 20, the E-Newsletter, and the Website.
2. Summaries of the gallons of water pumped per day will be posted on the Website each week.
Management Actions
1. Drop the system operating pressure to 58psi.
2. All leaks will be repaired with 72 hours.
3. Monitor and reduce hydrant flushing and water used for training
4. Monitor sprinkler systems in city parks.
Stage 2: Water Warning
Triggers
This stage is triggered by one or more of the following conditions:
1. System pressure of 58psi and cannot keep ground storage tanks full.
2. The one day peak usage exceeds 3.5mgd.
3. Pumping level in no more than 6 wells is 100ft or less above pump
4. Unable to maintain pumping capacity or pressure due to equipment failure or downtime.
Goals
The goals of this stage are to:
1. Reduce the one day peak usage to 3mgd.
2. Reduce the monthly pumping to 55 million gallons.
3. Have no wells with pumping levels less than 100 feet above pump
Education Actions
1. The City will promote water conservation and put the Regulation Actions on the Municipal T.V. channel 20, the E-Newsletter, Website and the News Media.
2. Summaries of the gallons of water pumped per day and the number of wells with pumping levels below 100 feet will be posted on the Website each week.
Management Actions
1. Lower the system operating pressure to 52psi.
2. Fix all water leaks within 48 hours
3. Restrict use of water for fire training
4. Reduce sprinkler times in parks and public
facilities
Regulation Actions
1. Voluntary water restrictions. Outside watering times to be only between the hours of 6:00 a.m. and 9:00 p.m.
Stage 3: Water Emergency
Triggers
This stage is triggered by any of the following conditions:
1. Cannot maintain operating system pressure of
50 psi.
2. Pumping level of less than 100 feet in 7 or
more wells.
Goals
The goals of this stage are to:
1. Reduce the one day peak usage to 3.5 mgd.
2. Reduce monthly pumping to 75 million gallons
Education Actions
1. The City will promote water conservation and put the Regulation Actions on the Municipal T.V. channel 20, the E-Newsletter, Website and the News Media.
2. Summaries of the gallons of water pumped per day and the number of wells with pumping levels below 100 feet will be posted on the Website each week.
Management Actions
1. Enforcement of Regulation Actions
2. Lower system operating pressure to necessary
levels
3. All water leaks will be repaired within 24
hours.
Regulation Actions
1. Mandatory rationing (Odd/ Even) all odd number addresses will be allowed to water on odd days and all even number addresses will be allowed to water on even days. There will be no watering allowed on Thursdays.
